Emfuleni Taxpayers Foot R46 Million Bill as Service Delivery Fails in Emfuleni Local Municipality

Residents in Emfuleni Local Municipality are effectively paying the price for what has been described as a R46 million service delivery failure, raising serious concerns about accountability and the use of public funds.

This follows revelations by Democratic Alliance (DA) MPL and mayoral candidate Kingsol Chabalala, who questioned municipal spending in the Gauteng Provincial Legislature.

Millions Spent, Little to Show

According to information provided by the municipality, more than R46 million has been spent over the past three financial years on grass cutting across graveyards, parks, and residential areas.

However, residents report a starkly different reality:

  • Overgrown and neglected graveyards
  • Parks turning into illegal dumping sites
  • Poorly maintained public spaces
  • Little to no visible grass-cutting services

This disconnect between reported expenditure and on-the-ground conditions has sparked concerns over financial mismanagement and ineffective oversight.

Growing Frustration Among Residents

Communities across Emfuleni say deteriorating living conditions are becoming the norm, with many areas described as unmaintained and increasingly uninhabitable.

Chabalala argues that taxpayers are unfairly burdened by what he describes as continued failures by the ANC-led municipality.

“Residents are forced to foot the bill while service delivery continues to decline,” he said.

 Questions Over Accountability

The DA has raised concerns that public funds may not be used for their intended purpose, suggesting possible misappropriation.

The party says it will continue to push for transparency and accountability, particularly regarding how municipal budgets are allocated and spent.

Political Pressure Mounts

Criticism has been directed at the ruling administration, with calls for improved governance and better service delivery.

The DA maintains that residents deserve:

  • Clean and safe public spaces
  • Properly maintained infrastructure
  • Transparent and accountable leadership

Demand for Better Service Delivery

As scrutiny intensifies, the issue highlights broader challenges facing local government in Gauteng, where communities increasingly demand efficient use of public funds and tangible service delivery outcomes.

Chabalala says the party will continue to monitor spending and ensure that taxpayer money benefits residents rather than being lost to inefficiency or corruption.
