Portfolio Committee on Community Safety Condemns Deadly Attack and Demands Stronger Law Enforcement Action

The Gauteng Provincial Legislature’s Portfolio Committee on Community Safety has strongly condemned the brutal mass shooting that claimed the lives of 12 people and left nine others injured at an informal settlement in Cleveland, Johannesburg.

The Committee described the incident as a shocking and senseless act of violence that has once again exposed the growing threat posed by organised criminal networks linked to illegal mining operations across Gauteng.

According to preliminary reports, heavily armed gunmen stormed the informal settlement on Tuesday evening and opened fire on residents before fleeing the scene. Authorities suspect that the attack may be connected to ongoing illegal mining activities in the area.

Families Devastated by Tragic Loss of Life

The Committee expressed its deepest condolences to the families, friends and loved ones of those who lost their lives and wished the injured victims a full and speedy recovery.

Members of the Committee noted that the victims were not simply statistics, but fathers, mothers, sons, daughters, breadwinners and valued members of their communities whose lives were tragically cut short.

“The loss suffered by these families is immeasurable, and the impact of this tragedy will be felt throughout the community for years to come,” the Committee stated.

Illegal Mining Continues to Fuel Violence in Gauteng

The Committee warned that the Cleveland massacre highlights the devastating consequences of illegal mining and organised criminal activity, which continue to threaten the safety and stability of communities throughout the province.

Despite ongoing law enforcement operations and the deployment of members of the South African National Defence Force (SANDF) to assist in combating illegal mining, criminal syndicates continue to operate with alarming levels of violence and impunity.

The Committee believes the persistence of such attacks requires a more coordinated and intelligence-led approach involving all law enforcement agencies to dismantle criminal networks operating within the illegal mining sector.

Crime Statistics Show Progress, But Challenges Remain

The tragic incident occurred on the same day that the Gauteng Provincial Commissioner of Police briefed the Portfolio Committee on the Fourth Quarter Crime Statistics for the 2025/26 financial year.

During the briefing, police reported encouraging progress in the fight against crime across Gauteng, with murder cases declining by 15% and attempted murder cases decreasing by 3.2%.

While the Committee welcomed the positive crime statistics, it cautioned that incidents such as the Cleveland shooting demonstrate that violent crime remains a significant challenge.

The Committee warned that large-scale attacks linked to organised criminal activity have the potential to undermine the gains achieved by law enforcement agencies and reverse progress made in reducing violent crime across the province.

Call for Swift Arrests and Community Cooperation

The Portfolio Committee has called on the South African Police Service (SAPS) to intensify investigations and ensure that those responsible for the Cleveland mass shooting are swiftly identified, arrested and prosecuted.

The Committee also urged members of the public to cooperate with law enforcement authorities by providing any information that may assist investigators in bringing the perpetrators to justice.

As investigations continue, community leaders, law enforcement agencies and government stakeholders are expected to work together to address the root causes of illegal mining-related violence and restore safety to affected communities.

The Committee reaffirmed its commitment to supporting efforts aimed at combating organised crime and protecting Gauteng residents from criminal syndicates that continue to terrorise communities.
